CARRIERS TO ALERT CONSUMERS TO IMPENDING OVERAGES

The nation's wireless providers have announced a deal with consumer groups and the Federal Communications Commission that will set up a system to alert customers to overage fees. The FCC had been set to announce new rules to combat so-called "bill shock", which it introduced last year. Under the terms of the deal, the wireless carriers agreed to set up a system to alert customers to voice, data, text, and roaming overages. Two of those four must be in place within a year, and the entire system ready within 18 months.

In return, the FCC would suspend its own efforts to pass new regulations. Both groups believe that the system will be implemented well before the deadline. "These alerts will give consumers the information they need to save money on their monthly wireless bills", FCC chairman Julius Genachowski says in prepared remarks. "Consistent with the FCC's ongoing efforts, these actions harness technology to empower consumers, and ensure consumers get a fair shake, not bill shock".

While the FCC is allowing the industry to self-regulate, it would keep its own efforts open in case carriers fail to act. CTIA president and CEO Steve Largent said the process of getting the system set up would not be easy, and would take some time to implement.

Many carriers already offer overage alerts, but only on an opt-in basis. The deal would require that the system become opt-out.

T-MOBILE TO START CHARGING DATA OVERAGES ON AUGUST 14TH

T-Mobile, flooded by larger-than-expected demand on data, may be just a matter of days away from making a polarizing change to its 200MB internet plans. As the feature currently stands, going over your limit results in a throttling of broadband speeds, forcing your browser to surf and download at a ridiculously slow pace. The rumored adjustment to the plan, however, would take away the option completely and replace it with usage charges. Each additional MB used, according to the leaked docs, will tack an extra dime onto your monthly bill.

Fortunately, the overage is capped at $30 -- preventing several potential panic attacks at the mailbox -- and only affects the lower plan; additionally, anyone currently on the 200MB plan will be grandfathered, thus retaining their unlimited (albeit throttled) internet. Those on the 2GB plan can breathe easily for now, but there's no telling when the policy will spread like wildfire throughout the remainder of T-Mobile's data offerings. The change, slated to take place on August 14th, has yet to be officially confirmed.

WINDOWS PHONE 7 DATA HOG BUG FOUND; FIX IN THE WORKS

Last week we reported about a problem many people on Windows Phone 7 devices were having with data hogging. Even with everything turned off, the devices was still downloading massive amounts of data, causing some users to go over their data limits. Microsoft has now identified the issue and a fix is in the works.

We have determined that a third-party solution commonly accessed from Windows Phones is configured in a manner that potentially cause larger than expected data downloads. We are in contact with the third party to assist them in making the necessary fixes, and are also pursuing potential workarounds to address the configuration issue in case those are needed. At this point in our investigation, we believe this is responsible for most of the reported incidents.

We are investigating additional potential root causes for the remainder of the reports.

A small (low single-digit) percentage of Windows Phone customers have reported being affected.

We are continuing to investigate this issue and will update with additional information and guidance as it becomes available.

No word on when the fix will be released. Microsoft is also keeping mum on who the offending "third-party solution" is. Also, Microsoft has not commented on any remedies for those users who have exceeded their data caps and have incurred, and continue to incur, overage charges.
